Cospa is not trying to be a full-service ramen destination. It is a stripped-down value menu attached to Towa's 36 W 26th St address: pork-broth ramen for less than eleven dollars, a spicy version, two-dollar kaedama, karaage, egg, chashu, rice and drinks. That makes it useful around Flatiron/NoMad when you want something direct and inexpensive, not when you are looking for Towa's sushi and omakase side.
